Could I have fat deposits in my penis due to hypospadias repairs?

Unlikely

Modern techniques for hypospadias repair involve the use of local skin flaps from the foreskin for skin coverage- there is no fat on the foreskin so any baggy tissue is from the way the skin healed. If your repair was done a long time ago, sometimes they used flaps from the scrotum or other parts of the body which had fat. The bumps you feel may also be inclusion cysts from the stitches.

Penis may feel somewhat uneven after hypospadias repair from skin flaps used to construct or reconstruct the urethra. Some repairs involve dorsally plicating covering of the corpora cavernosa (rods) to correct penile bend. Suggest you discuss with the urologic surgeon. Should not be any fatty deposits due to repair & would be quite unusual. Sub-cutaneous inclusion or sebaceous cysts can occur
