When I bang my funny bone, my little finger and ring finger also tingle. Is this normal?

In brief: Tinel's

When you strike your elbow at the location of the groove called olecranon fossa or cubital tunnel, you irritate the ulnar nerve and cause tingling which is transient and ceases after a few minutes.
The nerve is especially sensitive when there has been mild chronic compression at that site. No reason to worry if reversible.
