In brief: Halitosis

There are many causes of unpleasant breath odor: bacteria growing on the tongue, mouth, gum, sinuses/nose, tonsils, esophagus, and stomach can produce some compounds with unpleasant odor. Clean the tongue, floss, use antibacterial rinse, treat postnasal drip, reflux etc.
.If treating these still not adequate, consult doc as some systemic illnesses such as diabetes does this as well. Good luck.

In brief: Causality

It depends on the cause of the bad breath.
There could be a buildup of calculus (tarter) on your teeth that you can't remove. You may not be cleaning your teeth and associated oral tissues adequately. It may have a dietary cause. Certain disease processes can cause mouth odor. See a dentist for diagnosis and treatment.

In brief: Brush your tongue

And watch your diet.
Bad breath comes from different sources than just your teeth. Do make sure that your gums are healthy. When was the last time you had a professional dental cleaning?
