In brief: They are different

Iugr =small for gestational age= a small baby despite appropriate length of gestation/pregnancy--causes: smoking, alcohol abuse, drug use, infections, excessively low amniotic fluids, maternal hypertension, hypothyroid etc.
.. Preterm means baby is born before its time and thus had not the opportunity to grow in utero! if you still have question, repost here or consult your doc. Good luck.

In brief: Different

Intrauterine growth restriction (iugr) means a baby is smaller than expected for gestational age.
A preemie may be the size expected, or can be iugr (small for age). Iugr is usually caused by impaired flow of blood & nutrients from mom to baby (which can have many causes). Effects vary; talk with neonatologist or pediatrician about what to expect & look out for in your specific situation.
