Tell the child at his language level what behavior you want & consequences for tantrums.
When he tantrums, give 1 warning, then immediately walk him from behind -don't talk or make eye contact- to time-out. Repeat till he stays put, then set a timer for 1min/yr of age. . Consistently ignore the tantrums, which first worsen in an attempt to elicit negative or positive attention before they cease.
