In brief: Early intervention!
...Though i would like there to be a specific cause for the delay in motor development identified.
This is usually achieved through a combination of blood/urine studies and select neuroimaging (mri/ct) +/- eeg, genetic studies, etc. Whatever the reason, early intervention (ot/pt) may greatly improve these children's lives!

History of pregnancy, labor, delivery, head & body growth, medical issues & development plus thorough physical & neurological exams & formal assessment of all areas of development determine which studies are needed. An MRI of the brain, Chromosomal Microarray & DNA Probe for Fragile X are standard tests for a child with developmental delays.

In brief: Search for the
cause of the delay, based on history, physical & neurological exams with genetic & other lab studies & neuroimaging.
Seek Early Intervention Program assessment to define developmental levels in all areas & to describe the quality of fine & gross motor skills. Occupational therapy helps fine motor skills; Physical Therapy, gross motor skills. O.T. & Speech/Language Therapy, oral motor skills.
