In brief: Don't worry, normal
Most newborns seem to cross their eyes a bit, partly because their eye muscles and coordination are not as well developed, and partly it just looks that way because a newborn's eyes are bigger in proportion to the rest of their face.
This usually goes away by around 3 months of age. If it happens a lot or you feel very worried, have her pediatrician take a look.

In brief: No
It is not unusual for a 10 day old to cross the eyes.
By four months usually the muscles are strong enough and this should not happen. So normal for ten day old ...Not normal after four months.
