Can I use tap water to mix with babies formula? Or water from the outside of refridgerator that is filtered?

In brief: Depends

The powdered formula is designed to mix with any approved source of regular tap water. You do not have to buy "baby water" sold in stores.
If you are comfortable about the safety of your home tap water it is fine for formula use. Ready to feed formulas should not be diluted with water. If your area or house has rusty pipes and questionable water, use bottled water instead.

Check to see if your local water contains appropriate levels of fluoride in it. If it does do NOT give your child extra fluoride drops or the child will develop fluorosis of the teeth

In brief: Mix formula

If your local tap water is safe for drinking then it is fine for baby formula.
The filtered water from the fridge is also good.
