In brief: Not if for low HGH
If a person takes human growth hormone because that person is low in his growth hormone level, then he will become normal in his level.
By being normal (while on hgh) his fertility should not be affected by the hgh. That means that whether or not he is fertile should be unrelated to the hgh. However, if he is taking extra hgh, making his levels much too high, then the consequences are uncertain.

In brief: Maybe
Many hormone imbalancies can contribute to infertility.
If the growth hormone is prescribed for a growth hormone deficiency, it may help restore fertility if that was a cause of it. Many common hormone imbalances like thyroid, diabetes, prolactininomas, polycystic ovaries when treated, can help restore fertility.
