Progestin iud like Mirena (levonorgestrel) does not 'cause' ovarian cysts.
Normal ovaries always have follicular and/or luteal cysts, are you certain your cysts are not normal? Finally 'no, ' topical progsterone cream will not impact ovarian cysts or ovarian cycle at all.

Ah now I understand. Sounds like just language: the Mirena doesn't make the cysts form, the ovaries make 'functional cysts' every month - IUD lets them 'persist' a small percentage more than naturally.These cysts are not pathological or dangerous. If they get larger than 3-4 cm. you might better remove the IUD. Implanon will be discontinued soon, I think it's an odd choice. Does that help?
