In brief: No, not unless . . .
Lemon water, or any flavored or unflavored water drink, with or without caffeine, will not "burn fat" unless the drink contains no sugar, and unless the drink substitutes for other snacks, meals, or drinks that do contain calories.
On the other hand, using a couple of heavy jugs of lemon water as weights, to do lots of arm curls and other weight lifting exercises, will burn off some calories!
