In brief: Yes, but:

If a patient with a cough has fever it may be a sign that he or she has pneumonia.
But patients with cough due to a viral bronchitis or flu, who don't have pneumonia, will also often have a fever. On the other hand the lack of a fever may be more helpful. If an otherwise healthy person develops a cough and does not have fever, it's more likely that that person doesn't have pneumonia (usually)

In brief: Usually

However, cough, coughing fits, foul looking, foul smelling or blood streaked sputum, are not uncommon.
