In brief: Vascular vs. Allergy

The first suspicion raised by your symptoms is vascular compromise.
One cannot normally feel a genuine pulse on the peroneal (fibular or lateral) side. Missing hair and cold lower legs is most pathognomonic of vascular insufficiency. Are you sure about the normal ABI? Other things which could cause these symptoms include Autoimmune disorders and possibly chronic phlebitis. Best get it checked
