Dry desquamation of the eyelid skin is not an uncommon finding in peri-ocular topical dermatitis.
The culprit is often a new detergent or soap product, but can be other toxicants. Seborrheic dermatitis is also possible, and a visit to a qualified dermatologist or ophthalmologist should render a diagnosis, and possibly treatment with an ointment. Untreated, pigment changes can ensue.
