In brief: Reduced

There are few studies on marijuana and fertility (its hard to design studies on illegal drugs, ) but what i've seen consistently suggests problems in male and female fertility.
Like tobacco it depends on how much you use. Cigarettes reduce natural fertility by about 15% per-cycle . Marijuana has more combustion products than tobacco, so it's reasonable it's at least as harmful.

In brief: Decreased

According to studies, time to achieve pregnancy is increased with any amount of smoking, & past 10 cigarettes a day it becomes statistically significant.
It doesn't matter which type of cigarette is smoked, all make it harded to get pregnant, more likely to have a miscarriage, more likely to deliver prematurely, & more likely for the baby to have problems.

Decreased but still fertlie- many moms who smoke cigarettes and blunts in the US. For mother and baby health- the best thing is to stop smoking with support. Several programs are geared especially for women who are childbearing age, planning pregnancy, already pregnant or already parenting.
