Why is the top of my vagina swollen with hair bumps?

Make sure thats it. Other infections can cause bumps around vulva, including folliculitis. Make sure it's not warts or molluscum contagiosum.
Folliculitis. Folliculitis is inflammation of hair follicles that can occur anywhere on your body. Acne, for example, is a form of folliculitis on the face. You can easily get folliculitis under your arms or in your pelvic region, but it is usually nothing to worry about. Avoid shaving for a few days and see your physician if the bumps continue to grow or become painful.
