In brief: Not always
Issues of the heart may present in many different ways.
Sometimes that includes discomfort in the arms-left more common than right- that however does not mean that arm pain is always from the heart. Local soreness of muscles, cervical (neck) spine abnormalities, shoulder rotator cuff abnormalities, and others can be the cause. Checking with a physician to exclude the heart as a cause makes sense.
