It all depends upn the amount of trauma to local tissues, amount of bleeding even when minute and the technique used.The best course after any surgery is to follow your surgeons advice and let them do post surgical assessment as indicated.

It can take awhile for veins to subside.
You may always have a bulge also, depending on how big veins were pre-op. Key is that there's no blood flow through them. If you're concerned, talk with your surgeon and consider a scrotal ultrasound to look for venous blood flow.
