Is Hepa B non active carrier is infectious?

Yes but less likely. Certainly, when someone enters that chronic non-active carrier state of Hepatitis B, they typically have no detectable HBeAg (e-antigen) and only low levels of HBV DNA. However, keep in mind that this means there is still some virus in the blood, and therefore a small but real risk of transmission still exists. The Hepatitis B infection can quickly recur as well, especially if you take steroids.
