Bimalleolar fracture of ankle 11 days ago. No surgery needed. Ankle is in a fiberglass cast. Ankle hasn't hurt since being in the cast. Should it be?

Why no surgery? Bimalleolar fractures do require surgery. There are only very few occasions when they are non-surgical (medically unstable, skin doesn't allow, Charcot ankle, etc.). You may want a second opinion to see if this truly is non-operative.
Normal. It is normal to have some pain, however, you should still get a follow up X-ray within a week of the injury to make sure the fracture has not shifted.
