In brief: With

Activity. At rest? If comes and goes and you have symptoms.
Talk to your doctor. Maybe a monitor can record these episodes. Set it up with your doctor

In brief: Get it checked

Is your increase in heart rate (or "tachycardia") due to physical exertion, or to an activity that makes you excited or aggravated? Is the rapid heart beat regular and even or is there a lot of skipping? Do you have symptoms with the tachycardia like wanting to pass out, shakiness or shortness of breath? You should see your doctor for a thorough evaluation.
Hope that helps.
