In brief: No
Typically a "breast surgeon" will be one of three things.
1) a surgical oncologist who has completed a general surgery (gs) residency and a two year fellowship, 2) a surgeon who has completed a gs residency and a 1 year breast fellowship, or 3) a gs with extensive breast surgery experience but no fellowship. Like anything else, additional training and experience is linked to better outcomes.

In brief: Often
Generally speaking, a breast surgeon is usually a general surgeon who concentrates his/her practice performing breast surgery.
He/she may have additional fellowship training and/or specialized training in oncologic surgery.

In brief: Well......
All breast surgeons are trained general surgeons who have completed additional training in breast diseases.
Many general surgeons perform good breast surgery and keep up with the new breast surgery techniques. They are usually active members of the american society of breast surgeons.
