In brief: Concerning

Abnormal movements that do not stop when the arm or leg is held is concerning for a seizure, particularly if you are unable to wake him/her up during the episodes.

In brief: Seizure is Possible

5 week old, "seizure?" Infants this age exhibit reflex movements of arms/legs when startled, rooting movements (sucking, arching toward breast) which can resemble seizures.
Neonatal seizures do occur & have very serious consequences. Detection at this age can be challenging. Do video record these episodes for your doctor & bring your baby in ASAP to determine correct diagnosis and treatment.
