In brief: Cannot say

Pancreatic cancer is a very bad disease with a very low cure rate and not very good benefits from treatment.
The rare types with relatively good prognosis do not spread as fast nor do as much damage as the most common type--adenocarcinoma http://www.cancer.gov/cancertopics/types/pancreatic Patient wishes, patient overall medical condition changes how diseases are treated. I am sorry

In brief: Chemo/Bx

Palliative chemo (gemcitabine) has been shown to improve progression-free survival and overall surgical in metastatic pancreatic adenocarcinoma.
However, I do recommend biopsy before chemotherapy, even if in palliative setting. There are other types of cancers. Chemotherapy decision is complex depending on the histology, patient's performance status and other conditions.
