Can stress keep or inflame hemorrhoids? I've drank a lot of water, ate/drank fiber and whatnot. Not nearly as painful but still has slight pain.

In brief: No

Stress cannot directly affect hemorrhoid tissue.
It can if the stress alters your oral intake and therefore your bowel consistency or habit. Be careful about blaming hemorrhoids for pain because that is unusual and often is something else like a fissure. An external hemorrhoid with a blood clot (thrombosis) can hurt but that is easy to diagnose as it is a painful lump
