It seems so. While the exact way in which estrogen affects bone is not known, the hormone seems to affect the process called bone remodeling. Bone is constantly being built up by the action of cells called osteoblasts and simultaneously being broken down through the action of cells called osteoclasts. Estrogen seems to affect both these functions in a way that would promote bone formation and fracture healing.
