Could a painless bump on the shin be a blood clot? If so could it be linked to or a symptom of dvt?

Unlikely. A bump in the shin area could be the result of injuring oneself, or a fatty tumor. One can develop a bump from Superficial thrombopheblitis that can occur in the anterior leg, but would most likely be painful. A DVT is defined in the deep veins which occur deep in the muscles of the leg, or thigh.
DVT occurs. mainly in the deep vein is the calf, not anterior shin. If there is any question, a venous doppler study is usually diagnostic.
