Certainly glad to help, but i need a little more to work with: girls or boys (they're different?) what age? What pubertal changes have occured, if any?

The most common cause in girls is constitutional delay ie fairly normal late growth and puberty.
One can obtain a bone age x-ray to check. There are rare conditions which can lead to this. They include hypothyroidism, pituitary disorders, chromosomal or genetic abnormalities and ovarian disorders. See a board-cartified pediatric endocrinologist. Find one at abp.Org.
