In brief: Tinea pedis

Tinea pedis is a fungal infection of the feet, common in people who wear closed shoes that trap moisture.
It is characterized by flaking, cracking and peeling of the skin. This condition is treated with over the counter medications specifically for this purpose, and is prevented by keeping the feet dry and avoiding exposure from public showers, etc.

OTC Tinactin spray or oint should clear it. The other rec is preventative.
