In brief: Possible, uncommon
It is possible, but in general young patients are less prone to develop kidney cancer.
Sometimes patients with an inherited kidney cancer syndrome (such as vhl / von hippel-lindau disease) develop kidney cancer at a younger age. There are also rare subtypes of kidney cancer that occur in young people. Overall though it is uncommon.

In brief: Yes
Many of the kidney cancers at that age are from abnormal cells that were present at life formation that "became active" early in life.
Also exposure to environmental or ingested toxins can be a source of the carcinoma.
