Hard to say. There are conditions in which the skin does not react properly to a skin test. Thus, to rule that out, we always place what is called a "positive control" - one of the tests is not an allergen, but histamine, which is the chemical released in an allergic reaction. If you don't react to histamine, we know that something is wrong with your skin. So a negative panel always has ONE itchy bump.

Reaction? It sounds like your doctor doesn't think you reacted. You could ask if they did controls. That is one test that yuk shouldn't have reacted to plus one you definitely should react to. It is to show whether your results are valid or not.
Honestly that doesnt. Make any sense as allergy testing is actually graded on a scale of 1-4 typically I would consider second opinion.

See a dermatologist. Better see a dermatologist for a specialist management, permethrin cream can work in other skin conditions than scabies, even if it was scabies, treatment isn't only permethrin, rather several things to be done. More detailed history and physical exam are warranted by an experienced eye, good luck.

Follow instructions. Your physician is the one you need to ask since he has already examined you and prescribed the medications. It is impossible to second-guess.
See a dermatologist. You do not give the diagnosis. You do not indicate the names of the cream or capsules. "Itchy red bumps" is probably not fungus. Where are they? How extensive? Intertrigo? Folliculitis? See a dermatologist.
