In brief: Yes and no

It is safe when injested rarely , in small quantities and with regular glucose monitiring.
This is assuming you do not have weight to lose.

In brief: Not long term

While it can be safe for a diabetic to occasionally eat a piece of junk food or chocolate, it is not a good idea for any of us to eat a steady diet of these foods.
Diabetics need to control their sugars and many junk foods and chocolates have large amounts of fats and carbs. These are not good in anyone's diet and can make it very hard for a diabetic to have controlled sugars.
