Stubbed left pinkie toe a few hours ago. Quite painful. Now its swollen and there's a lump on the right side of the toe and it hurts. Fractured?

In brief: Maybe fractured

The only way to know for certain if it is fractured would be an x-ray.
However, the treatment for a fracture of the toe would be a "buddy splint", where you tape the little toe to the 4th toe to allow it to heal. So, unless you absolutely want to know whether it's fractured, you could tape the 2 toes together (with a piece of gauze in between) to treat it. You can also use ice to reduce swelling.
