Not quite sure what is meant by 'bring.
.. In open water'...Boating, swimming..? I would definately not recommend bringing an infant who is too small for an appropriate uscg-approved floatation device on a boat. The amer acad of pediatrics recommends an infant be at least 2 month of age before swimming in pools, lakes, or ocean. Water-related infection is a problem with young infants.
