In brief: Several diagnoses

You don't describe (may be you don't know) the size and shape of the nodule.
Of course I can't completely rule out cancer. The fact that your mother has never smoked makes the likelihood of certain cancers very low, but not of others. Significant eosinophilia with pulmonary nodules may be connected. Your mother should see a lung specialist ASAP to find out what exactly goes on.

In brief: Low probability

Nodules are a frequent finding on chest x-ray, may be due to many different infectious agents, and non-infectious / inflammatory causes as well.
Cancer is low probability, but not zero. Usually the radiologist reading the x-ray will give guidance on what to do, whether to follow, repeat x-ray, or further evaluation with CT or MRI.
