In brief: Yes.

Sometimes the eeg is normal when the patient is not having a seizure at that time.
That can make diagnosis difficult!

In brief: Yes

You can have an abnormal eeg without seizures and seizures with a normal eeg.
The commonest seizure in infants is with a fever (febrile seizures). They usually disappear with a little aging but may requjire medication for a while.

In brief: Yes

A normal EEG is comforting but not always indicative of past or future seizure events.
If a kid has persistent problems in spite of a single normal EEG, a continuous study is sometimes performed over a lengthy period of time.Simultaneous videos are also recorded to document any seizure event to compare to the tracing. These are usually done to assist drug management of difficult cases.
