Is Urinary Tract Infection and high levels of diabetes can be a cause for serumcreatinine levels high?

Yes. Long standing and poorly controlled diabetes are clearly a risk for permanent kidney damage (diabetic nephropathy), manifest by both elevated serum creatinine and protein spilling in the urine (proteinuria). Urinary tract infections can also worsen kidney function if there is pyelonephritis (infection of the kidney) or systemic infection.
