Incomplete. You have not shared with us most of the valid information on your report. But, so far, as I am sure you are capable of reading, the IgG or 'past exposure' test for HSV 1 is negative.
HSV testing. I think part of your report got cut off. Usually a lab report will state the cut off for where they call a test positive and where it's negative. IgG just means "long term immunity" or past exposure to some germ; whereas IgM means more recent exposure. Each virus or germ has it's own signature -so for the cold sore virus- that's HSV1. If u have it, your IgG will be positive. HSV2 is genital herpes.

Maybe. The Ig M titer is the titer that shows initial infection, with time it will change to a positive IgG. These of course are lab values. If you have symptoms then it is confirmation of HSV. Actually good news. The tests mean you have immunity to those germs and your baby is not at risk from an infection from any of those mentioned. Any germ on that list could infect a mom for their first time during pregnancy & cause a miscarriage, birth defects or worse. Unclear. If you test positive for igg for those three diseases at 23 weeks, then it is unknown what the implications are. The tests tell you that you have had prior infection with hsv and cmv, and that you either had a prior infection with rubella or you were vaccinated for it.
