In brief: Infection

It could be a fungal, yeast, infection, or possibly a bacterial infection usually caused by staph or strep bacteria.
Any over-the-counter antifungal cream a woman uses for vaginal yeast would work for that cause. Quicker diaper changes and gentle cleaning may help. Bacitracin or neosporin twice daily should help if it is a minor skin infection. Call the doctor if not better in 4-5 days.
