My 38 yr old husband has had small cuts around his foreskin.When it looks like its healing when he pulls back the cuts reopen.What could causing this?

Your husband probably needs to be circumcised.
Those "cuts" will eventually be replaced by scar tissue and he won't be able to retract the foreskin. Tight foreskin is phimosis and unfortunately some uncircumcised men develop secondary phimosis, which is your husband's problem.

This condition is worsened in patients with diabetes. If diabetic, he must keep his blood glucose levels under control or the condition will worsen.
