In brief: Can be

It can be done and may help if the joint is significantly inflamed.
If anybody would do that procedure it would probably be a podiatrist.

In brief: Sometimes

Not all bunions require surgery.
Many patients have bunions for many years with no discomfort, and then wear a shoe that causes irritation. Additionally, many patients simply can't have surgery due to medical conditions, work restrictions, etc. As a result, a steroid injection for bunion pain is an alternative to decrease pain. Multiple injections in the same location are not recommended.
