Do the VCUG. He should have the vcug. It is very important to find out if there is reflux of urine backwards, up toward the kidney, which will predispose to more infections. The ultrasound looks at the size and structure of the kidneys and urinary tract, but not reflux. You can not tell this from repeat urine tests either.
