Small bumps covering forehead, no head to pop. Not whiteheads, blackheads, or pimples. Appear to be under the skin. I have oily skin. Treatment?

Could it be allergic, infectious? If it's not pimples, I don't have enough to go on to help.
Rashes are difficult, without seeing them. For oily skin, a mild sensitive skin soap, washing several times a day, should help.
