I have excess phlegm causing choking...I am a diabetic and have several cysts on my thyroid .Some are 4 CM some are 1.7 mm. Is this causing phlegm?

In brief: Well...

I doubt that it is your thyroid causing this suddenly, and it is possible.
You could have a respiratory infection as well. Given that you have Diabetes you need prompt attention.
