Can I use econazole nitrate 1% cream for eczema on my hands and feet?

Only for fungus. The econazole only helps with fungal infections, like athlete's foot and ringworm. Instead try over the counter emollient lotions (aquaphor, eucerin, vaseline) on top of hydrocortisone cream OTC. This works best at bed time, then put cotton socks over your hands and feet. See a doc if this doesn't help or you think you could have an infection of the areas (called impetigo), call your doc.
Change therapies. For eczema , topical steroids are a better option. The described medication is an antifungal .
