Of course people have thought about abstinance.
The problem is that people aren't willing to abstain. It is unethical for me to push my morality upon them, my job is to help them stay safe even if they choose to engage in behaviors i don't like.

Key to remember if you are abstinent to prevent AIDS, you will be abstinent to prevent pregnancy. There are many reasons to use abstinence as a form of prevention.. In Uganda there is the ABC program, Abstinence, Be faithful (no partners outside relationship) and if you Can't use a condom. Depending upon your age, values, approach you can fit anywhere along this continuum
