Many children with cerebral palsy are only mildly affected and can thus lead completely normal lives, which includes having children as adults. The spectrum of CP is such that it includes people who are so mildly affected as for the condition to be barely noticeable to those that are wheelchair bound and non-communicative.

This depends largely on how severe their cerebral palsy is.
But for many people it is possible. The biggest issues are spasticity in the legs and pelvis that may make conception and delivery difficult. It may require a c-section.
