My husband thinks he has strep throat because of the white bumps on his throat which he scrapped off. Does that he doesn't have strep anymore?

No. First of all, he should be diagnosed by his doctor who will prescribe an antibiotic if he has it.
Be careful with the scrapings because they maybe contagious.

If your son had a strep throat the other signs beside the white spots (which are quite common and normal) would be fever, soreness, acting ill.
Scraping them off would have no effect on the underlying condition. The only accurate method would be a throat culture. Which has to be done by your physician or a lab (most insurance companies have regulations about culturing (no more space).
