16.5 mth uncircumsised boy has a small round lump either side of his penis about half way down shaft. Not visible only by touch. What could it be?

In brief: Likely benign smegma

Smegma collects under uncircumcised foreskins & feels like little bumps.
These smegma "pearls" work their way outwards & are part of mechanism of natural separation of foreskin adhesions. I see about 1 - 2 little boys/month because either parents or pediatricians are concerned. They leave relieved. Sometimes smegma mixes with urine & looks like yellow pus, but isn't.
