However, the ada doesn't suggest that babies under 6 mos of age get Fluoride at all.

It is important to test the water to be sure as many communities have naturally occurring Fluoride and it may be present despite the fact that it isn't being added to the water. Fluoride is best topical, ingested is just okay but for a 6 month child not needed.
Just use a small smear of fluoridated tooth paste 2x/day and they will be good. Then get them to their dentist at about 1 yr old which is the recommendation. Fluoride suplement should be used for high risk patients.
